I thought the point of having two people in the bunker was so that one person would be able to launch, eliminating the possibility of a rogue launch; pretty much the opposite Dan's idea that a lower level military officer should presume the authority to make the decision. "Humans in the loop" eliminated the possibility of launch due to technical error.
